I am a policy expert and social scientist with over 18 years of experience advising governments, legislative bodies, nonprofit organizations, and research groups at international and national levels on matters of public policy related to economic development, finance, housing, health, and science, technology and innovation. 

My work spans science and innovation policy, science diplomacy, child and adolescent health, and finance, housing, and community development. Across these areas, I focus on how institutions make decisions about emerging technologies and social investments, how evidence and expertise travel into policy, and how ideas move from research into practice. My career has been guided by a simple question: how can public systems be designed to create better outcomes, more equitable opportunities, and more effective governance?

I was born in Carolina, Puerto Rico. I have a bachelor's degree and a Master in public policy from the University of Chicago (USA), a Ph.D. from the Copenhagen Business School (Denmark), and a postdoc from EM Lyon Business School (France). 

I am currently an Associate Researcher with the Consortium for Science, Policy & Outcomes (CSPO) at Arizona State University (Washington, D.C.), a 2026 Linton-Poodry SACNAS Leadership Institute (LPSLI) participant, and a 2026-2027 AAAS Science and Technology Policy Fellow (Executive Branch-Department of Energy, Office of Fusion).
